New EMN inform published: Access to services for beneficiaries of temporary protection

According to the United Nations High Commissioner for Refugees (UNHCR), as of 15 November 2022, over 7.8 million people (mainly women and children) had left Ukraine in search of safety, arriving primarily in neighbouring European Union (EU) and third countries. The large number of people fleeing Ukraine necessitated the provision of specific policies and measures on access to services for beneficiaries of temporary protection in the Member States. The activation of the Temporary Protection Directive (TPD) (2001/55/EC) was triggered in response to Russia’s invasion of Ukraine on 24 February 2022. According to Article 14 of the the TPD, Member States shall provide access to services such as education. This inform analyses how Member States have organised access to social benefits, education, employment and healthcare. The analysis is based on contributions  provided by 24 Member States, with information up to date as of 1st September 2022. Inform can be found HERE.
